Review the required reading documents - the Funding, and Management resources; then provide the input for your institution as the following required topic.

1.       Develop strategies for funding.

Funding is established through the e-Rate process required by TEA. E-Rate correlates funding based on the information provided by the school district. It is then the responsibility of the school district to disburse funding accordingly.
In developing strategies for funding a school district might consider the following:

Does the district effectively use resources and funding allotted with instructional priorities?
Develop a plan for student spending per campus
Evaluate the resources needed for Sped ED and Resource courses
Expand the growth of Professional Development district wide.

Additional funding may be received through the submission of Grant applications. TEA has numerous Grant opportunities. The TEA Grant Calendar allows administrators to view various grants available and the date required for submission (TEA, 2012). The State entitlement fund allows for funding in particular areas.

Additional strategies may include: (ERS, nd).
• Use the Self-Assessment to determine whether your
  district is achieving the goals of equity, transparency,
  and flexibility.
• Learn more about equity, transparency, and flexibility,
  as well as the causes of misalignment between resource
  allocation and strategic goals.
• Apply the methodology detailed in the worksheets in
  this guide to figure out the extent of the misalignments
  in your district.
• Identify action steps you can take.
• Determine your priorities for reallocation of resources
  and leveraging federal dollars.

2.       Develop strategies for management plans.

Buffalo ISD uses RSCCC to manage and maintain school related business and student records.
PEIMS is a statewide reporting system that enables school districts to provide information on district organization, finances, staff, and students to the Texas Education Agency (TEA). TEA determines the specific data the districts must provide and the format that must be used when reporting the data. Data is collected by TEA four times each year, and different requirements apply to each submission. The RSCCC PEIMS application provides programs to extract the appropriate data for each PEIMS submission from the RSCCC Business and Student systems. These programs are reviewed and modified annually, per the published PEIMS Data Standards, to ensure that the data extracted to the district database is as accurate as possible. The extracts provide some of the edits as defined in the PEIMS Data Standards, and in some cases convert local codes to the state-mandated code values.

Additional management software of student performance includes DMAC. DMAC is the software used for assessment and curriculum in schools along with TMSDS, assessment of Math and Science.

3.       Describe the required procedures for the proposed strategies.

To submit files through E-Rate the school administration must follow required procedures in filing in the information regarding the district to ensure accuracy and receive funding. Grant applications also require district data and submission to be considered for receiving the grant.

Management software operates in administration as well as on the local level per campus. In order to receive the required data, teachers must create and apply knowledge in using the assessment software correctly. DMAC requires teachers to submit a key that includes SE and objectives to successfully collect data on the performance of each student as it reflects the STAAR test. DMAC is also used to evaluate teacher performance in the classroom by observing principals. RSCCC is district wide managing system of student records such as attendance, absent, grade calculation throughout the year, modification and comments noted on student accounts, teacher gradebook and a communication tool between school and parents.

    Thanks for posting about PEIMS. It is often easy to overlook the business aspects of a school. My registrar uses a quote about "data is the currency of a school" to equate private information with money. Data management is part of the business of school. With the upcoming changes in how PEIMS data is reported to the Education Data Warehouse through xml, schools will have to change from Edit+. This can have a very large impact on funding.

    I am in a small district also HearneISD, we have a person on each campus that does PEIMS, but only one person at Central Office who knows how to set up all the information for the system. This person is retired and working now part time for us and we have no backup person to take his place if something were to happen. In your management plan would you include training an alternate person to handle PEIMS or have a paid assistant that is trained? I know funding is terrible for hiring but do you think this position would be helpful for the district?
